Depends on how durable you want the paint to be, I personally don't abuse my graphics cards so and decent paint will adhere and look good. All I would avoid are the 99 cent cans, but getting it powder coated is a bit extreme.

 

If you sand it, the paint will adhere better, but its not like you will be touching and scratching it anyways. Decent paint isn't going to just fall off.

I would go with plasti-dip mainly because I did it to my old backplate and it looked heavenly.

If you want something with high durability and slight resistance to heat something like an enamel paint or ceramic based paint will perform well, and you definitely want to sand the surface to get the best adhesion for the paint. 

 

Pasti-dip is also pretty good since it gives that really nice matte finish, but it may insulate a little since it is a rubber coating but it should be nothing any real worry.
