This is totally dependent on budget.

 

HDD's will be larger for cheaper, but there is a speed penalty. SSD's will be must faster at loading the game, but, once the game is loaded, FPS and such will be exactly the same, and load scenes will likely not be THAT much different.

 

That said, I only have SSD's in my PC... But, to me, I don't think SSD's are "that" expensive, and I don't have MANY TB's of games. I have a 1 TB SSD just for my games, and its about 70% full.

Choose what you need the most.

It's not that simple. There are other factors to consider, such as size, weight, physical ruggedness, power consumption, etc.

One has to be proactive, not reactive, to ensure the safety of one's data so backup your data! And RAID is NOT a backup!
