Does RAM Timings Affect Performance?

This RAM I was looking to buy went out of stock and there's another version of it with different timings. The one I was looking to buy had 16-20-20-38 and the one that is in stock right now has 16-18-18-36. I was wondering if I should wait for the faster timing RAM to come back in stock or just buy the slower one (if it doesn't make much of a difference). My CPU is a i9-9900k. yes but the difference between the xmp profile on the RAM you are looking at is so small it doesn't really matter unless you plan to manually tweak it further

The 16-18-18-36 is the better kit.

You seem to not have the proper understanding of which kit is faster.  The kit you want is the one that is available to buy now.

By slower I meant the 16-18-18-36. I don't really understand the timings I just thought that since the numbers are lower the kit is slower

Lower is faster.
