Is there any fix for this?

Please fast read this article before reading rest. https://hitech-us.com/articles/entry/292/Ping-spikes-on-Wi-Fi-every-10-seconds-Solved

So I tried using this fix in that article but when I went to safe mode it still lagged the same way it lagged before. I still continued hoping it would work anyways because they wouldn't tell any alternative fix. It didn't. Is it my ISP:s fault? Is it some other app? The last thing they said was "If you keep on having this problem, try to turn off other cloud services that you use and check if the problem persists. You might have more processes that cause the problem, and that requires additional investigation. For example, comparing running processes in Safe mode and in normal mode and eliminating the problematic one.". I think I know how to turn off cloud services but I don't know what differences am I supposed to look at when comparing running processes in Safe mode and in normal mode. Like does it mean I need to look what processes are running and what aren't? I think that wouldn't even work since then it wouldn't lag in the other mode since it's turned off but it does lag in both of them. Is there anyone who could clarify that sentence or someone with knowledge for fix?

Edit: Btw I use Wi-fi because I couldn't get the cable working but I could try if it helps.

First: get an ethernet cable and see if the problem happens with that as well.

If it happens both on and off WiFi, the problem is computer. If it doesn't happen with other devices (eg mobile phones) that would make it certain that it's the computer.

The site you linked basically says to turn off a few background processes. These are essentially inconsequential processes if you're not using them, and in the case of delivery optimization, rarely useful unless you have multiple PC's on your local network. The more likely reason for the pink spikes, at least in that case is Onedrive. If you have files that are constantly being changed on it for some reason, then it will keep syncing changes. iCloud, Dropbox and Google Drive all do the same.

With WiFi, the noisier the environment, the more likely you will run into issues. That's why classicaly people were told to make sure their WiFi routers are not on the same channel as neighboring ones, but that has mostly gone out the window as now every cable, dsl and fiber router has WiFi on it, and some devices are just that much worse and dealing with it.

Ideally, nobody would use WiFi at all. But it's just not practical to drill holes in walls, especially in Multi-family homes like condo's where if you screw up and puncture the building envelope, you might be on the hook for a lot of damage.
