Looking to upgrade CPU

So i'm looking to upgrade my CPU from an 8700k to either a 9900k or a 3900x + X570-E Rog Strix.

 

I would like to know the possible gain i would be getting with either option i mainly play lower end games but play a lot of COD:MW(2019) at max settings while streaming/recording. I have been experiencing a lot of freezing while i play i.e. just got back from gulag and am flying down to my team. and as soon as im about to pull my shoot game freezes for a few seconds and when it comes back im already dead. When i turn shadow play recording/instant replay off the freezing stops and can play just fine again with no issues. I don't do a lot of streaming and am not posting videos to youtube or anything but mainly just like to save replays and such to show friends or make gifs out of for the memes. SOO... do i go with the $500 9900k or the $700+ ish 3900x + MB option?

 

The CPU has an AIO 360 rad dedicated just for cooling the CPU so overclocking will be happening. I know the 9900k can theoretically hit 5.1 under the best conditions but what can the 3900x get to comfortably without getting too hot and would it be more beneficial than a 9900k.

get ryzen 9 3900x. Tehere will be not much gain in gaming, but any workloads it is much better since it has douple the cores and threads you have. And it will last you longer.

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

that's exactly what i was thinking but knowing there won't be too much gain in gaming performance doesn't help justify the price to switch to AMD. But i've been really wanted the more cores due to always having multiple things open such as: COD, OBS, Discord, sometimes other games, and just a few Tabs in chrome depending on what i'm doing at the time.

Typically when it crashes the CPU ping to 100% on all cores which is why i want to upgrade. I know the 8700k is still great for gaming but it's just not cutting it and is bottlenecking my GPU

that's my other thought is that it would be a cheaper upgrade. And yes my CPU is OC to 4.7GHz i can push it to 4.8 without stabilization issues but once i go to 4.9 or higher is just crashes so i keep it down to 4.7. But is 8 cores enough to combat the game and other programs at the same time? such as Shadow play recording 24/7 and the game?

That makes no sense, the 9900k is better and OP already has a Z390 motherboard.

3rd gen Ryzen has little to no OC room, 9900k is the king of gaming, and fast clock speeds really help. The platform is dead after this gen but you already have the motherboard os it makes way more sense to get a 9900k.

What are your voltages looking like at 4.9GHz? My 8700k (delid) can hit 5.1GHz at 1.3600V, Pretty sure i hit the lottery with this CPU but if you can achieve 5.0GHz under 1.3800V that is perfectly fine. 

 

And yes 8 cores for gaming and other task is a ton. For the most part speed is still king, so higher frequency still matters. 8-cores will still be relevant for a while.

And yes 8 cores for gaming and other task is a ton. For the most part speed is still king, so higher frequency still matters. 8-cores will still be relevant for a while. 

I'm not very experienced with OC so i never really touched my voltage as i didn't want to damage my CPU. I think though when i did try messing with it, I had it up to i think 1.36v  at 4.9 and was still getting crashes. It didn't crash right away but as soon as i ran Cinebench or tried playing a game it just froze and i had to reset it.

That is pretty common with an OC, stable until it hits full load. You can push the voltage higher if you want. I had my voltage at 1.3900V for a while before I started to fine tune settings recently.

OK, well it looks like i'll be look at getting a 9900k here hopefully soon after rent is paid. Then i will be back at trying to fine tune OC on that. for now if you have any clue why my current CPU would be just randomly pinging 100% while gaming and recording and freezing i might be able to start that up again before upgrading.
