I'd take the Intel build if you mainly game. Those higher clockspeeds and easy overclocks you can do with the i9 + the 3600MHz RAM over the 3200MHz - it just makes more sense if you focus on gaming. You will have better gaming performance with the Intel build in most games. But the AMD build is still very strong, and those extra cores will make everything else "better". 

If you're unsure, find benchmarks comparing the two CPU's you've mentioned and see if the difference is enough for you to pick the Intel. If the difference isn't really saying you anything, take the AMD build.

How big of a difference is it because the amd build parts are easier to find. Do you think the amd build is good for warzone, rainbow six siege, gta and ark?

Are those prebuilts? If your main focus is gaming those builds both have some very odd specifications. Unless you are doing something very unusual 64GB of ram is overkill for a gaming build. Samsung SSDs are good, but pricey - and won't give you a performance boost in games. You'll definitely pay for things that you don't need for a gaming PC and could get away either much cheaper or with even a 2080 Ti as mentioned above.

Both are reliable. For gaming the 9900k is going to be best but you have no upgrade path, with AMD you will have at least one more gen of CPU's, so if that is something you are interested in keep that in mind.

I can't mention the exact performance difference since I have not researched benchmarks of the two CPU's to compare them but the AMD build is still a strong gaming PC but I'm 99.9% sure the i9 build will have higher FPS

As requested a build with the same CPU, CPU cooler and case - with a better 2080 Ti and a better PSU (I just realized it's the same model, I though the builds above had an RM unit).
 

 

Your initial builds and request to stick with the case and CPU cooler gave me the impression that aesthetics are somewhat important to you. This is why I chose the Gigabyte motherboard to go with the GPU and the RGB memory.

 

The board can handle a maxed out 3900X, but you could get a X-570P from Asus for less which is at least equally as good or even a B450 board and save somewhere around ~$80.

 

The memory is fast/low-latency (3600MHz/CL16) but expensive and a lot. For the games you mentioned you'd be fine with 16GB of equally fast non-RGB ram, so you could potentially save aother $100.

 

You can completely skip the CPU cooler and save $200 or get an air cooler (DRP4) and save ~$120.

 

Case is very subjective, so if you really like the aesthetics I can't recommend to get a different one. I will say though: it's very expensive and doesn't have the best airflow.

 

The Crucial p1 is a great SSD. You could get a more expensive SSD like in your builds above or even a Gen 4 SSD but those would not boost your gaming performance (maybe decrease load times from 7 seconds to 5 - don't quote me on that, though)
