What motherboard are you using? Did you update its BIOS?

Put the old CPU in and see if it still works as @Radium_Angel suggested. When you updated the bios did you update in batches or just update to the most recent one? Some boards require it be done in batches for major updates.

I did the recent one, I'm pretty sure msi let's you do that

apparently the 3600s are having a hard time booting up and don't work on all motherboards, they have to power cycle a bunch so I'm just going to let it run for a bit.

But my screen isn't doing anything, just a black screen

Reading the bios descriptions on the page for that motherboard do not show a single one that was for Zen2 support. It either is not on that page or they didn't upgrade that board to support Zen2. I think that boards a no go. Again test the old CPU in it and make sure it's still functional, before continuing, if the old CPU works you know it's either a firmware or hardware issue with the 3600. I believe it's that it's not supported even with the newest bios for that board because they didn't add support. Your best bet would be to get a new motherboard or contact MSI support for the correct firmware update if there even is one. Hell contacting MSI support they'd be able to tell you off the bat if the board works with Zen2.

Do either of the CPUs have bent pins or is there  any physical damage to the socket on the board?
