New PC won't start

My brother wanted a new pc, which I have assembled. And it don't want to start. 

 

The mainboard LED's are off.

I already rebuild it to make shure everything is ok, but it still don't do anything.

Ryzen 2700

MSI x470 Gaming Pro

16GB HyperX DDR4

XFX 5700XT

Did you switch the PSU on?

Did you check that all the power cables are seated properly?  The 8 pin and 24 pin at the board and PSU?

remove the front panel cables, use a piece of metal and short the power pins. See if it works.
