The gaps are suspiciously symmetrical. My first suspicion would be a programming issue

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Check to make sure the wheels/rails on your printer have not worn a flat spot or dirt built up on them, including the belt tracking if it's catching on something. By how even that looks I suspect it may be something mechanical.

I know I'm showing up late to this thread, but I'm curious to learn what the issue is/was.

One aspect that I see in the pattern is that the banding changes spacing and width based on position. Looks closer and narrower banding in the center, with wider and further spacing near the corners. Huge speculation on my part, but this seems like it could be a motor/controller issue. Curious if you rotate your model 45 degrees if the pattern stays the same or reorients. If it reorients, then I'm wondering about how the model looks when sliced; perhaps there are micro gaps in the model that cause the banding? 

Are you using the bed mesh leveling by chance? This is another possible source I could think of that would cause this type of pattern. If you are using bed mesh leveling, maybe turn it off, manually level the bed, and print a few layers without. If the banding pattern goes away, then redo your bed mesh leveling and try adjusting your Fade Height setting until the banding stops. 

Just a couple ideas to look into besides what others have suggested above. Curious to know what the issue was if you have or are able to figure it out (I also own an Ender 3).
