This PC seems to be one that belonged to an organization that provided internal license activation. It's common on refurbished workstation PCs coming from large corporations. This kind of activation is part of the Microsoft KMS.

 

As you can tell, you need an activation server and a minimum number of client systems to reach the activation threshold. Since this system is no longer in that environment, you likely won't be able to activate it. I'd suggest purchasing a new product key and using that instead.
