There's no point going for a AIO with a 2600, put the money towards a better graphics card.
Whats the PC primarily going to be used for? Gaming? Productivity?

If you want rgb just get a regular cheapo air cooler or just leave it be and use the stock one and don't use rgb. You already have multiple fans so it's gonna be lit up well either way.

Edited as I misread the price of the 1600.

If you want rgb just get a ryzen 2700 and use the stock cooler as it has rgb. Will still be cheaper than finding an rgb cooler and it's a better cpu.

unfortunately that would put me over on my budget.

Yeah my bad I misread the price of the 1600. You are already on a budget and well just don't go for rgb then or keep it simple and use a led strip. Rgb is for when you have money left to spare.

You've stated your budget above is $530, according to the PCPP, It'll cost you $493. Which does fit in your budget.

Otherwise go for a set of 16gb Corsair Vengeance LPX 3200 MHZ instead of the 3600 mhz RAM
Get a Asrock B450 motherboard instead (although I'm not 100% certain that'll the MOBO is compatible out of the box, check the manufactures website to be sure.)
