bottleneck?

Was playing gta v and discovered while @ 1080p max settings my gpu was sitting at a nice relaxing utilization of 50% with occasional jumps to the 70s, but nothing higher. FPS avg'd was 60, which is honestly fine for gta, but with a 144hz monitor it looks choppy. I went and checked the cpu stats, and it was also not going above 50-60% usage. All my connections are fine, and the temps are all hovering around 50-60 degrees C. So I am confused here, what could be the issue?

asus 2080ti (I forget what its called, but its not the OC edition, its the one a tier under that)

850w psu from corsair

16gb ram @2333mhz

1tb m.2 ssd

The GTA V game engine is the issue here. The game engine breaks above certain FPS treshold and you will experience stutter. Limit your FPS to something like 120-130 and it should run fine.
