If you're gaming, the 1650 won't get you too far.depending on your budget and whether you want to upgrade or not:

If you want to reach high fps in competitive shooters are are happy to live with lower details, upgrade cpu first.

If you want to reach decent fps in high quality in aaa games, upgrade gpu.

If you have the budget for both, go for both,obviously.
