would this build be able to get a constant 144 fps on destiny 2?

At that point that would be considered overkill since an rtx 2070 super is capable of 1080p @144hz so you should have absolutely no issue running the game even at 1440p you should have no issue

Hey, probably it will, but : 
PSU - G3 Over Current Protection is set too high and triggers at a point its out of spec. (Bad)
maybe try like an Enermax Revolution D.F. 650w
Cooler - why an aio? if you want an aio get something 280mm ish, otherwise an aircooler will be better. (Noctua d15 for example)
Case - Lemme call it an oven
Motherboard - theres similiar in 200 usd range (X570 Aorus Elite)
NVME SSD - Well youre paying a samsung premium and not for a lot better performance. Maybe just a Sabrent rocket nvme?

Bad psu - protection not working properly
bad cooler for its price, aircoolers in its price are better
case is not known for well airflow, (might bottleneck overclocking potential due to temperatures
motherboard - the x570 taichi is not worth its price
nvme ssd - samsung ssds are more like an apple premium cost than actual better performance.

this might be an idea of changes you could do within the same price range, 3700x/2080Ti will most likely be better than 3900x/2080s
