Black screen on reboot

So I just built a new PC and when I reboot this is happening.  It doesn't do anything but make the boot time 30 seconds longer but i don't understand why its happening lol.  any help would be great.

 

Specs.

 

Ryzen 7 3700x

Msi x570 gaming edge wifi 

16GB Trident Z Neo 

Gigabyte RX 590

boot drive is crucial 500GB NVME (installed in upper m.2 slot about gpu)

2nd 1TB NVME drive for games  (installed in lower slot by bottom of mobo)

and 3 2.5" HDDS for storage

It could be a trivial matter such as graphics card or memory not seated properly. first step for troubleshooting is remove gpu and memory then install them once more, making sure they're properly inserted. It might seem like they were when you built it, but sometimes it could be as simple as that.

Another suggestion is to make sure all power cables from the PSU are properly inserted/plugged into where needed. If it's a full/semi PSU make sure they're connected properly to the PSU as well.

 

Back when I first built my current pc (it using an x570 motherboard) I thought I had 3 dead motherboards in a row, but it was a very embarrassing mistake of it turned out that the power cable for the graphics card wasn't connected to the psu.

 

I also recommend clearing the cmos, some motherboards have a dedicated button for doing that, if not I believe it's as simple as unplugging the pc from the wall, turning off the psu switch on back of it, then taking out the battery on motherboard for 10 seconds or so then put it back in then plug/turn everything back on.

another thing to try if that doesn't cut it is seeing if your bios is up to date

i made sure bios is updated and all chipset etc are as well.

One possibility now that I think about it, it could be the ram.

 

Close to 2 months ago my pc was essentially out of commission for close to a month, I had an issue where if I tried waking my pc from sleep, or if I tried restarting it would always without fail go to a blank screen, nothing happening, but all the fans would ramp up. I tried using a different gpu but that wasn't it, I replaced the power supply but that wasn't it, I eventually RMA'd the motherboard but bought a replacement cause I didn't want anymore downtime (it having been 3 weeks by that point, me trying to sell off the RMA board I received), but things still wasn't working, even with the new board. I took out the ram and put in an older kit of mine that worked in the past, and that solved my issue. I then RMA'd the ram, the replacement working just fine, so in my case it was bad ram.
