Opinion of my new system specs?

So im a 13 year old who want's to get more into gaming so ive decided to build my own rig, but I want to get the best out of my money so I need some help.
Ram: Corsair Vengeance Black 2x4gb
GPU: MSI Radeon r9 290
Mother Board: Msi z87-G45 GAMING or ASRock Z87 EXTREME4 (need help on deciding)
CPU: Intel i5 4670k
CPU Cooler: Intel 120MM Liquid Cooling Unit (don't know if its enough for decent overclocking)
HDD: Seagate Barracuda 2TB
SSD: (None)
PSU: Xilence ATX 2.3, Gaming 800W (pretty cheap, but don't know if reliable enough)

Case: Corsair 330r
 

I also have a question about the gpu. What is the difference between these two? And which one should I get?

I would go with the MSI motherboard, and go for a name brand PSU. And the difference between those 2 cards is pretty much the cooler.

You seem to think if a product has "Gaming" on it it is better. I'll put together a partpicker with some recommend changes.

 

EDIT I have no idea what lithuanian prices are so sorry no partpicker. BUt buy a 212 evo instead of the crap H20 cooler.

The first card will run 3096210576408706423865203498706523 times cooler and quieter than the first one, and the first one has a higher clockspeed.

Go for the MSI board, Go for something like an H80i for a 120mm, or something like an NH-D14 for air cooling. You don't need an 800w for that system. Get a decent 600w instead. Something like the EVGA 600b or EVGA Nex650G will do well.

I would get the 290 with the dual fans, the MSI Gaming one. It will run cooler and quieter than the reference one.

I was accually looking at the Corsair CX 750W, but the I saw the other one and it was 50W more and same price so I decided to go with the Xilence.

More watts does not mean better. If it has a higher wattage it will not be any better for your situation. But corsair is a trusted brand and it will nor break on you.

try to squeeze an ssd into your build imo.

if youre spending that much money you should save a little more and get a ssd even if it is only like 120gb also a 1tb hard drive will be more than enough storage for plenty of games

Isn't it true that if a power supply works at a lower percentage it's more efficient? And if I will want to add a second gpu will 600-700W be enough?

I'm pretty sure I will need a 2tb hdd because I edit a lot and one single 8 second clip takes up about 5-9gb.

700 is overkill. 800 is crazy. And what the hell are you recording that takes 9 GB per 8 seconds.

Why?! That card can't output that many frames and youtube does not show more than 30 anyway. Slomo in games also only needs 60 or 90 frames.

0.1 timescale in theater/demo mode recorded at 60fps = 600 fps realtime 

10% speed = 60 fps while editing you need to go lower than 10% in some cases.

And if the clips were 60fps the lowest I could go would be 50% speed.
