How do I change the components to cheaper ones but still the same performance?

So you want better deals on similar hardware? Or just similar performance doing a given thing?  And if so what would that thing be?  Going big air instead of rgb AIO saves over $50 off the bat.  Pulling the rgb stuff entirely would save a lot more.  

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I want to have a cheaper part list, but the performance is still the same as the one I me mentioned at the top. My currency is in SGD

I’m seeing the 3950x at over SG$1000 on pcpartpicker.  The 3950 costs a lot more than the 3900 you originally had specced.  If you can get numbers like the ones you’re posting I don’t think I can be of much help.
