searching PC for Gaming Monitor

Hi thx for the help.

So ''simple'' question how much Horsepower needs my new PC to run this Display:

High Settings in like Shadow of the Tomb Raider in 4k with around 60fps would be perfect.

I can build a PC by my own so just a recommend for CPU, GPU and Motherboard would be pretty awesome.
