I'm not sure what "extra features" could mean but I'll certainly give you bang for buck

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I need?

You can afford a pretty fancy GPU model, and a nice power supply as well, with a budget like that. Put it all inside a good NZXT case and you're all good to go.

This is a step down on the graphics card from other people's entries, but has faster RAM and will be a decent bit quieter. Everything here is a good build though, this is just my take on it.

The CPU and GPU can be purchased used. I'm on my second round of upgrades and the used market hasn't burned me yet. I always buy from Ebay and from sellers with several hundred top reviews.

With higher end stuff there's very little money to be saved. Better off going new for the warranty.

This should do pretty good. A beQuiet Dark Rock Pro 4 CPU cooler would fit in the budget if you don't have other things to buy and NEED silence.
