iPad 2019, or iPad 2018 (used).

iPad Air 2 is way too old, and i absolutely can not recommend it, unless you get or for like 2-digits way below 100 bucks.
The superior iPad 2018 should already be available for <200 bucks used.

If you can afford more, iPad Air 3 or Mini 5 (both 2019 models).

Or a used iPad Pro 10,5" 2017 with 120 Hz

I’m thinking about getting an tablet that supports 60 FPS on high or epic in fortnite. Can someone suggest something. I will worry about budget later. So far I’m looking at iPad Air 2. I have gen 1 iPad Air and I like it so maybe the Air 2? Any thoughts?

Current-gen iPad Air if you can swing it -- any earlier models (including the Air 2) will have problems consistently hitting that performance.

ALSo do you think a Samsung tablet will have more constant FPS or an iPad

iPad.  Samsung's tablets aren't using particularly powerful CPUs (they're still stuck on Snapdragon 855 chips at best), and consistent performance isn't Samsung's strong suit.

Even the iPad Air 3 with A12 chip beats the Samsung.

iPad Pro 2018 and the new 2020 one will completely smack the Tab S6 in terms of Graphic performance.
And Fortnite on the iPad Pro does support 120 Hz.

And for controls: Just buy a Bluetooth controler.

There is no point buying a Switch just for Fortnite.

At least you’d be able to watch Netflix on the iPad, pretty sure you cant do that yet on the switch. I’ve only used one other tab other than an iPad, and I was defiantly less than impressed. I won’t name names but it was a Samsung.
