Go for a used one. I got a used monitor for somebody a couple of weeks ago, it was a 22" BenQ somethingsomething for 20 dollars. She happy with it AF, I paid around 100 dollars for an Acer monitor a couple of years ago and it ghosted like there was no tomorrow. So go for used my advice.

a used one will have been in contact with only a single household vs a new one which will have been in contact with dozens of people handling it just in shipping

$50 monitors are rare but a $20 one is often gettable.  Old use office 1080p.  Make sure it’s got an hdmi port on it.  DVI can get ugly these days.  No VGA only.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Life is like a bowl of chocolates: there are all these little crinkly paper cups everywhere.
