FPS issue and low base clock

My CPU is Ryzen 5 2400g and it's paired up with 10603gb asus OC edition. i have 16gb ddr4 3200mhz ram dual channel. my CPU is always under the base clock even though the temps are fine. also in Valorant, my fps dips a lot. is it just a case of bottleneck or is my CPU not performing as it should? I have never seen my CPU go to its boost clock. motherboard: bio star A320MH. I know the GPU is fine because my friend had this GPU before and had no fps issue.

This may be caused by VRM throttling. Get HWinfo64 and check the VRM temperatures when under load.
