Implementing security related software products are a nightmare with a lot of things to consider.

I'd suggest against rolling your own solution from scratch. Too many things to go wrong there.

 

What you can do, is have someone create a website where you can accept payment and manage users, etc and provide those users with OpenVPN configuration files for your network of OpenVPN servers.

Also, there are considerable legal considerations with running a commercial OpenVPN service which I'm not totally aware of.

What are you hoping to achieve that other VPN do not have already? What is your business strategy? Do you already have assets, so you can roll out your service on your own infrastructure?

What kind of people does your legal department exist of currently? Have you already thought about the privacy of your users? Where you will host the servers?

Well in that case, I suggest you look at freelancing sites like freelancer.com, Fiverr, etc.
