Network package loss and higher ping

Rule devices out one by one, starting at the modem level. Disconnect all devices from the modem except for a single PC, then run tests. If it's potato, call your ISP, otherwise add a single device back into the network stack (even if it's just the "dumb" / unmanaged switch with nothing other than your PC connected), and re-test. Repeat this process until you find the device causing the problem, then either factory reset that device or replace it, and re-test again.
One thing that concerns me is that if you're experiencing packet loss and high ping between devices on your internal network (your PC and server, for example), it's most likely your router, switch, or traffic from an unknown source clogging up the network. Networking is one of the most complex yet simple things to troubleshoot, so based on the information you provided, I'd start at the furthest thing from your internal network and work backwards.
