Computer turning on from mains

Look for an option in the BIOS power settings like "restore power on AC loss", "power on AC restore", "AC restore", "AC back", etc. Disable it.

 

How often are you unplugging the power supply? Why?

Hmm it is a option "stay off". The machine gets moved around a lot. It goes to clients etc.

That sounds like it would be it. 

If you set it to "stay off" does it still start up when you plug in the power cable & switch on the PSU?

yeah it still does the same. I have tried all options under that menu
