Use HWiNFO (check sensors-only) to monitor your CPU usage and see if everything seems normal there, I'm thinking it's some kind of mining virus that turns itself off once you open Task Manager so it keeps itself hidden?

 

Also just to note, it's pretty normal for the CPU usage to spike when you open Task Manager, on my 8700K it spikes to 60%, but since you mentioned that the performance is different with Task Manager open that's why I suspect it's a mining virus.

This sounds like a cryptocurrency miner that terminates itself once it detects a running instance of Task Manager. Run Malwarebytes or a Windows Defender scan.

Fear keeps the programs in line. Fear of Task manager.

Id check task manager and see if you notice high CPU usage and maybe an idcation of what is using all your CPU power. May also be wise to do a virus scan and use MalwareBytes as Ive had great luck with that. Make sure the system is clean. 

 

I just want to sit back and watch the world burn.
