this seems like an odd question. I mean I've had some game engines get weird if the framerate gets too high and start dropping frames in weird places due to bouncing off the engine frame limit so in that instance either locking the frame rate or increasing the settings helped

its using more cpu gpu and better frame rates 

before maxing out settings and turning everything up it was barely using gpu and cpu and frame rates were much lower 

i just think its funny it dont work well till i turn everything up ... its like the cpu and gpu are saying we aren't wasting our time till you give us some real work lol

your gpu could have been failing to clock up due to the load being light

Pretty sure failing to increase clocks with certain titles was a known driver bug a while ago, so I wouldn't be surprised to see it pop up again

considering this was originally more of an abstract conversation it would depend on what sort of hardware you're running and what games you're noticing this behaviour in. I know that some engines have render limits that they start behaving weird when they are approached/hit, I'll withhold any other comments until I can make them more informed
