Turn off the pc via shut down in Window 10 but the power is still on

I turn off the pc via shut down button in Window 10, very normal, yes. But the power of the pc is still on, lights, fans still on. The window has already shutdown thou. I have to completely turn off the pc by pressing the power button on the case for seconds. I am using B450F-Gaming board. And this problem only happen once in a while. And no, fast start up is not on. I also 100% sure I didnt misclick hilbernate button. Pls help.

I had this issue before, after much troubleshooting it turned out to be a bad drive.
