Hi, 

 

I have gigabyte rtx 2080s gaming, the card idle temps starts early 30s, after couple of minutes the card reaches 55 which makes the fans spin to cool, then fans stop spinning when reach 54 then back to spin at 55 and so on, it very annoying... 

 

temps while gaming is very reasonable, doesn't exceed 70c @60% fan speed.

Change the fan curve.

You could also change its Power Management Mode to Optimal Power.  That can be found in NVIDIA Control Panel under Manage 3D Settings.
