why does ryzen 3700x show up as 3.59 on base clock on task manager

task manager and system properties shows that my ryzen 3700x is base clock 3,59. its not stuck at that as it runs higher fine. im just wondering if this is a bug or not

It's due to the fact that your BCLK will most likely be slightly lower, there's a number of reasons for this.

is it all fine then as it does show up as 3.60 on hwinfo and boosts to near enough 4.4 ghz on all cores

It's fine. Every cpu does this. 1 mhz is a very negligible amount of performance, as usually they run 1 mhz lower, not a full 100.
