XBOX ONE X - JEDI FALLEN ORDER - 30 fps question

Hello. 2 questions.

 

Jedi fallen order XBOX ONE X.

1. When i close to monitor and playing on 1440P i can see visible not smooth 30 fps. But when i walk away 2-3 meters gameplay is for my eyes smooth. Any ideas?

2.It will be any difference between 1440P vs 4K?on fps
