Is 60*c good for a celeron B830 with one fan and all being restricted to a lenovo G580 chassis? also I am looking for a 15.6 inch laptop cooler :)

A laptop cooler? you might as well use stock. They are probably proprietary. 

Just clean the dust out and apply decent thermal paste.

For laptops anything under 80C is more than ok.
