Does optimus lowers fps?

does turning off nvidia optimus increases fps? i saw a video by jarrod's tech comparing optimus on/off and it can have a 20fps difference on games like watchdogs 2 :/

It's hard to say. Your power consumption will go through the roof however. Optimus is specifically geared towards seamlessly switching between the iGPU and the dedicated. It's typically adequate to go to NVIDIA control panel and switch the game you want to run to "prefer high performance NVIDIA GPU". It would likely depend on how the game manages resources given to it and if it's windowed full screen vs true fullscreen(which are handled differently).
