At around $30 there's the Cooler Master Hyper 212 Black and Arctic Freezer 33 and 34

You could also try removing the fan from the original cooler and placing a 120mm fan over the heatsink (a bit off center, don't want the motor hub to be over the heatsink, you want the blades to push air on the metal), running at higher rpm. A bigger size fan will push more air through those fins, keeping the temperature lower.
