White streaks until the end of my screen

Whenever there is a white surface on a darker background, I have white streaks until the end of the screen.

This persists even on the booting screen.

No solutions I found online have helped.

I am mostly sure this is not a problem with my monitor since when anything except my pc is connected, there are no white streaks.

I wanted to know if this is a case of GPU artifacting or something else.

If you make the white box smaller and move it around, does it seem to follow it...? 

My guess is this is backlight bleed of some form. What monitor do you have?

768p time for an upgrade anyway my friend

if it's following the white box I'd agree it's the local dimming zones / backlight bleed, I don't know about any fixes for that

Yup, just connected my pc to my tv, and there are no streaks present. Thantks guys.
