Computer freezing and crashing after logging in

Hey all,

 

My computer can boot into windows fine but upon logging into the desktop, it freezes and subsequently crashes. After crashing, the computer will attempt to reboot automatically, but will fail to post over and over.

 

It started happening after the power to my apartment cut out when the computer on.

 

I booted into safe mode and disabled all start up programs through task manager, but it had no effect on the problem. Also tried resetting all bios settings but this also did not resolve the problem. 

 

I don't know if this really matters, but my computer is plugged into a reputable power board with 650 joules surge protection.
