did you try directX?

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

getting this performance in red dead 2

My specs:

cpu: R5 3600:

gpu: RTX 2060

ram: Corsair Vengeance 3000mghz 16gb(8x2)

mobo: gigabyte b450 aorus elite

psu: mwe 750

Check your CPU Clocks or what's using your CPU in the background because it's reaching 90%+ and from the videos I've seen an R5 3600 doesn't even come close to that in RDR2.

Remember that rd2 pc is famously underoptimized. Its better now, but still not great. Bitwit struggled to get over 100 fps with a 9900k and 2 overclocked 2080ti's... with the entire system watercooled- but that was at launch.

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

Try looking up a guide on optimal settings, new AAA titles tend to drop fps significantly due to just a few effects that may or may not even be that pretty. I've been able to get significant gains on new triple A's on launch day without even turning down 90% of the settings from the max. Hardware Unboxed has done 2 videos on RDR2.

Even so, you have to check if your CPU is actually reaching the proper frequency under load, and see what's using your CPU to 100%, is it all being used by RDR2?

Use HWiNFO (Check sensors-only) to see your Clocks and Temps.
