Short tl;dr for difference between VA and IPS - IPS has great colors and great viewing angles, but awful blacks. Great for watching in bright rooms. VA has slightly less great colors, worse viewing angles, but better blacks, so better for watching in dark rooms.

Completely depends on the series and the model and the year of the TVs you're talking about.

 

Your question is basically "japanese car with 4 wheels vs american car with 4 wheels"
