Anyone know what this 6 means?

Looks like a fan made (stretched) cover for the game.

Technically this game is the sixth entry into the (console) GTA series:
GTA > GTA II > GTA III > GTA Vice City > GTA San Andreas > GTA Liberty City Stories

 

But Rockstar didn't 'count up' on some games (like VC, SA and the stories games), meaning GTA IV came later.

So pretty much I found this in a very old drawer and cant find anything about the 6 online, does anyone know?

Damn, that's nostalgic, but the 6 is fake. It's just GTA Liberty City Stories for the PlayStation 2
