Help with windows not opening scheculed apps

Hello yesterday i undervolted my laptop with ThrottleStop from TechPowerup and i cant make it to open on startup i tried to put it in the startup folder and scheduling in the Windows Task Scheduler and i cant make it open on start up.

I have windows 10 maybe thats the whole problem that is trash operating system and you cant do anything easly anymore

It worked with that to start it with the start buttom from the Task Scheduler but it wont open on startup
