1. Worsened yields. The chance of something gone wrong in the silicon increases when you have a bigger piece of it

 

2. Cooling issue. You can't push a large GPU as hard as a small one. As a result doubling everything hardware still won't give double the performance.

 

3. Supply. Can they make enough of them for the market? Nvidia does sell larger GPUs for compute centers (notice how they don't openly sell xx100 GPUs like GF100 on the GTX 480 anymore? That's the largest GPU of the architecture), but they don't for consumers just because they can't guarantee supply.

You can do this up to point and has been done in the past.

Like Rollinlower said, eventually you run into limitations when it takes too much power and is too hard to cool. They only make power supplies so big...
