Cpu speed doesn't catch up with Memory!?

Z390 should run 3200MHz memory no problem.

Try enabling XMP - check if it's supported, look for XMP switch in the top of the EZ menu (EZ mode) If this isn't working, switch to advanded mode (F7) and set timings, voltage at frequency manually:
