Is it legitimate to create my own operating system?

If you have the technical skills to do it, sure you can.  What use case do you have for it?  Commercially you are not likely to move it due to competition with Windows and iOS.  In the free market you have Linux already and there is not really a need for a new distro.  Just take any existing one and edit the kernel to your needs.

 

You would probably need a compatibility layer like Wine to make anything run on it other than your custom software.

okay I'll recreate MS-DOS and then give it to IBM
