My question is how do you stay updated that these are new parts (gpu/cpu) in the market and are good / bang for buck for your rig?

 

For example many sources still claim intel is best in my region but I have seen llt video's claiming amd is doing better...

 

Also how do you decide its time for an upgrade?

Do my own research on what the 'scores' of different parts are and decide what is most important for certain workloads and thus what is best.

I don't listen to one or the other saying "X is best" and take that as fact. I look at their reasoning for saying that and then make up my own mind.

Maybe their opinion is based on arguments irrelevant to me.

In certain price ranges, or certain workloads, Intel might be better. For others not so much.

For example, in my opinion for most workloads, AMD would be the better option.

But maybe you need Quiksync, or the a bit higher single core speeds on some of their CPU's... etc.

When you are not happy with your current PC's performance. For example, I upgraded my videocard recently because I wanted more fps on 3840x2160 and I wanted more compute power.
