You mean you tried starting the PSU not connected to anything by jumping it with a paperclip?
If the PSU fan doesn't spin it is almost certainly the PSU. You can't really test to see if anything else is causing issues if the PSU doesn't work.

What I was thinking tbh, have to go down the warranty route now .
