Would there any consequences?

For compatibility reasons, the 8 pin EPS connector can split into two 4 pin EPS connectors, like this:

From the PSU manual (see B):

If i use a fairly old hardware like a G31 LGA 775 and core 2 quad with a new power supply Corsair's CX650.

I would like know if this will work, G31 board uses a 4pin CPU power but the CX is having a 8pin CPU power.

Half if the 8 pin should fit the 4pin, as the 8pin mobo power is actualy 2 4 pins next to each other.

No there's no problem using a newer PSU with older hardware. The 8-pin should actually be a dual 4-pin. You should verify that before you buy it though. At worst you might need an adapter.
