Micro stuttering in every game.

I had a similar issue on both my rigs using 1080ti and 1060 -> reinstall windows using newest ISO: https://www.microsoft.com/en-us/software-download/windows10

install windows 10 in offline mode (don't connect any network cables or wifi)

Stay offline when first entering windows. Disable automatic driver installation: https://www.laptopmag.com/articles/disable-automatic-driver-downloads-on-windows-10

Install every driver manually - motherboard drivers from motherboard support page.

I can recommend this nvidia driver: https://www.nvidia.com/Download/driverResults.aspx/154342/en-us

Ok so first of all excuse my English, not my first language, gonna try to do my best explaining my problem.

 

So in absolutely every game i play i have those weird lag, small stuttering for 0.5ms, sometimes, very rarely my sound bug with the stutter.

I have tried everything, Bios update, Driver update, Fresh windows 10 Install, Disable HPET, High performance in Nvidia control panel and a lot of other things. 

 

I have a Gtx 1070 with a i7 6700k, 16gb of ram.

what monitor do you have? is it a G-sync monitor.

are you using ingame v-sync?

I do not use Vsync in game, Already tried it, and it didn't fix the problem.

I did everything right, Unistall with DDU, and install the latest Nvidia driver

yes it seems like the nvidia driver is acting slowly. maybe do a roll back one update and see if it does any good?
