That case will not be satisfactory, no USB 3.0 and very limited airflow. Especially if you're overclocking, I'd find a case with good front mesh ventilation.

AMD Ryzen 5900X

T-Force Vulcan Z 3200mhz 2x32GB

EVGA RTX 3060 Ti XC

MSI B450 Gaming Plus

Cooler Master Hyper 212 Evo

Samsung 970 EVO Plus 2TB

WD 5400RPM 2TB

EVGA G3 750W

Corsair Carbide 300R

Arctic Fans 140mm x4 120mm x 1

how is this

The Focus G is a much better case, it's double the cost of the other one but you'd be much happier with it.

You can leave windows not activated or buy a key for a few dollars on key reseller websites or ebay.

The vega 56 will give you double the fps of the 5500xt

You won't need more than a 2070 to play RD2 at more than 60 FPS, instead, i'd settle for a 2070 super, putting more money towards the Cooling, Memory and a 1TB SSD, as well as a compact case with good airflow. If you want a AIO, go for a 240mm aio, and if you want a more "normal" looking case, there is the focus G

As for the Other Build...

For about $10 more, you can get a 1660, which with an overclock, can perform close to the 1660ti, and with this triple fan gpu, you should be able to get a good stable overclock. I added a 1TB SSD, and i left everything else alone since it was alright. You could add a cooler to the cpu, but the cooler that comes with the cpu already does a good job, and can keep up with a slight overclock. Also, you could buy a Windows 10 OEM key online, or purchase it down the line, since buying the whole windows set up is expensive. Watch Paul's video if you want a look at online OEM keys.

that looks good but sense im overclocking and i can spend a little more than 700 i went with the focus g also sense the mid tower is cheap than the mini atx and that also means better air flow

for that budget it will be hard to make a decent powerful gaming system for new AAA games on steam,

i can suggest to look into AMD processor and GPU setup this should save some money and still give you performance, m-atx if fine as you will only be able to afford one GPU and most of the time most people only need one GPU.

keep it simple a good air cooler will work fine, put your money into a half decent spec m/board so it have good features onboard, good onboard sound etc

a nvme M.2 500GB drive is good for windows, you can even get away with a 256GB if you want, but recommend 500GB to give extra room for future, and a secondary drive for Steam folder / files, maybe a hybrid drive from Seagate or WD would do for now, keep the cost down and still relatively good performance.

you can also look into refurbished components or used GPU or open box to save more money.

i can make a recommendation if you want but have you any idea on colour scheme and manufactures?

I'll recommend this build, with the 12nm refresh of Ryzen 5 1600, also known as the 1600 af. It costs $85 for almost similar performance to Ryzen 5 2600.

An HDD that can help you reduce costs is Constellation ES, this HDD every time I see it I think it is not so cool looking, but what happen is that this HDD was the NAS series before the launch of the new Seagate family that is much more expensive. Actually the functionality of this HDD is at the top and the price is accessible so you could see it and consider it too:
