Yes it can be. You can just unplug it to avoid any accidents if youd like

The software on the usb will give you the tools to install windows and alter drives.

 

Then when you're in your unactivated windows after it's installed, you sign into your ms account and transfer the license.

So I’ve got everything running and I go to activation, then troubleshooter, and I click on my old pc and it says “We can’t reactivate Windows on this device”.

Was your windows previously an upgrade to 10 from 7 or 8?

Or OEM possibly?

If you're a student or know any students you can get one for free through their school if they have a microsoft student advantage.
