Why windows detecting only 1 core

Check the BIOS. You might only have one core/thread enabled.

This doesn't work. Look closer, the thing literally only sees 1 core 1 thread

e.g. my Xeon E5-1650 with 6 cores 12 threads, even on overall utilization instead of logical processors for the graph

One more thing for a sanity check

  • open msconfig (type this in the start menu search, should bring it up as "System Configuration")
  • Go to the "Boot" tab
  • Click on the "Advanced options..." button
  • Make sure "Number of Processors" is not checked, or alternatively, make sure it's not set to 1.

on that note it looks like you might have upgraded to the R5 3600, in which case I must ask if you actually updated the BIOS
